SCOPE: The Cannabis Licensing Authority (CLA), an agency of the
Ministry of Industry, Commerce, Agriculture and Fisheries (MICAF),
was established in 2015 under the Dangerous Drugs Amendment
Act (DDA), with a specific role to establish and regulate Jamaica’s
legal ganja and hemp industry.
The Authority seeks to identify a qualified organization to provide
a Seed-to-Sale (STS) Software Tracking System to capture data,
collate, manage, store and produce reports on individual cannabis
plants as they move through the supply chain from cultivation, retail,
transportation, processing or research and development.
Qualified bidders are invited to submit electronic proposals for
the required Seed-to-Sale (STS) Software Tracking System. The
subject line should read “Track and Trace Seed-to-Sale (STS)
Software Infrastructure”.
The proposal should include detail explanation of the following:
a. Provide performance metrics and system availability
measures
b. Provide security features and procedures: Inclusive of security
and protection for the database inclusive of areas such as the data
element level. This system may interface with existing programs in
multiple locations, describe how data will be isolated by program
and/or location and protected from unauthorized users. Description
of login and authentication processes, including role management,
logging, and auditing. Protections in place in the event that a local
device is stolen or used by an unauthorized person.
c. Support Data exchange: Describe features that support data
exchanges (both import and export – ASCII, XML, HL7), MS Excel
spreadsheet, etc.).
 

REQUIREMENTS:
Interested firms should provide information demonstrating that they
have the required qualification and relevant experience to perform
the services. The shortlisted criteria are:
a. Local Bidders must possess a valid Tax Compliance Certificate
(TCC)/Tax Compliance Letter (TCL) and National Contracts
Certificate (NCC) upon submission of bid
b. Overseas Bidders must submit a valid TCC prior to the award
of contract
c. Technical capacity – successful track record of executing
activities of a similar nature
d. Qualification and at least three (3) years relevant experience of
key staff, including professional affiliations.

CLARIFICATIONS:
All clarifications should be done in writing via email procurement@
cla.org.jm. The deadline for the receipt of clarifications is
October 16, 2018 at 11:00 a.m. Proposals shall be valid for
120 days after the closing October 19, 2018.

CLOSING DATE AND TIME:
Proposals must be submitted no later than Friday, October 19,
2018 at 2:45 p.m. Bid opening will be Friday, October 19, 2018 at
3:00 p.m. and a bid opening report will be sent to all bidders who
submitted a proposal. Late submission will not be accepted.
