DIRECTOR ENFORCEMENT AND MONITORING (GMG/SEG 4)

Job Purpose: 

To oversee the management and enforcement of applicants who acquired licence for the use of medicinal ganja by the Cannabis Licensing Authority.

KEY RESPONSIBILITIES:

  • Directs investigations, audits and compliance processes
  • Conceptualises and oversee the execution of decoy operations
  • Reviews of investigative report on applicants, including site inspection reports
  • Recommends suspension or revocation of licenses or other penalties to the CEO for Board consideration
  • Supervises the destruction or disposal of ganja when deemed necessary
  • Reviews and audit the stock of security bags, tags etc. on an intermittent basis
  • Determines the validity of complaints and investigate conscientiously
  • Reviews security plans for licensees and make recommendations as appropriate
  • Tracks and monitors facilities that have been placed on probation
  • Follows through on instructions from the Board in respect of suspension, revocation or other penalties
  • Enforces revocation and suspension of license, escalating as necessary
  • Reports suspected illegal activity to the JCF and the JDF
  • Reports findings obtained in the field that are contrary to established protocol and make recommendations for improvement of business processes
  • Advises the CEO of issues arising from policy implementation and make recommendations for requisite changes
  • Collates documentation to support recommendations for revocation or suspension of licenses, or other penalties
  • Testifies in court with supporting documentations if called upon to do so
  • Examines non-compliance issues and look for opportunities for reviewing procedures and/or making cultural shifts in operations in order to increase compliance rates
  • Attends meetings and participate in various fora on behalf of the Authority
  • Oversees the day-to-day operations of the division
  • Ensures that the team obtains all necessary tools and equipment to effectively execute their duties
  • Reports on performance standards of the division at intervals agreed upon
  • Participates in the recruitment of direct reports
  • Develops and oversees the implementation of the divisional operational plan
  • Contributes to the development of the corporate plan and budget
  • Collates reports for external bodies in keeping with Jamaica’s international obligations
  • Collates and submit divisional reports in keeping with required timelines
  • Provides guidance to direct reports in the performance of their duties
  • Ensures adherence to internal policies and procedures
  • Develops and recommend training and developmental programmes for direct reports
  • Conducts appraisal for direct reports, recommend leave and initiate disciplinary action and performance incentives
  • Performs other related duties as assigned from time to time by the Chief Executive Officer.

 

Salary range: From $2,777,255.00 to $3,301,284.00 per annum plus any allowances attached to this post

QUALIFICATIONS AND EXPERIENCE:

 

  • First degree in relevant field
  • 5-7 years’ work experience with at least three (3) in a senior management position
  • Experience in the security/armed services
  • Strong analytical and investigative skills
  • Experience conducting investigations of allegations and facts would be beneficial
  • Training in Criminal Justice, Law, Psychology, Sociology, Business or Public Administration is advantageous
